Understandably, it's tough to promote a suborinate sometimes. Various factors have to be taken into account - the person's past performance, experience and managerial capabilities, how his/her colleagues will react, how to justify that person's promotion to HR, etc...
Yet it's also very tough on the employee who thinks s/he ought to be promoted but it just isn't happening.
I must stress that my comics are not necessarily a result of my own personal experiences (in case my colleagues ever see this). I'm very busybody and often hear "stories" from all over. So...ask me no questions and I'll tell you no lies ;-)
